When you tell them to sign up for SEO services with another firm, they must evaluate the quality of the new firm, consider the different levels of service offerings, convince their higher ups of the need for yet another vendor and yet another budget item, add another weekly meeting to their already full schedule, and start negotiations with the new firm. They may give up and decide not to buy Seo services at all. Or they may choose an SEO company that cannot give them what they need, or sign up for little or too many services. Either way, they may not point the finger at their own lack of SEO if their site does not perform well. They may point the finger of blame at you.
